Recent Events

 

The 5th Meeting of APT Preparatory Group for WTSA-24 (APT WTSA24-5):

19 - 23 August 2024, Bangkok, Thailand

 

The 5th Meeting of the APT Preparatory Group for WTSA-24 (APT WTSA24-5) was held from 19 to 23 August 2024 in Bangkok, Thailand with physical attendance as well as virtual/online participation through Zoom meeting (i.e. hybrid meeting). The meeting was organized by the Asia-Pacific Telecommunity (APT) and hosted by Office of The National Broadcasting and Telecommunication Commission (NBTC) of Thailand. The meeting was attended by 256 participants from APT Members, Affiliate Members, and regional/international organizations.

 

The objective of APT WTSA24-5 was to assist the APT members to prepare for the ITU World Telecommunication Standardization Assembly 2024 (WTSA-24) which will take place in New Delhi, India from 15 to 24 October 2024. APT WTSA24-5 reviewed the ITU Preparation and outcomes of TSAG meeting and the outcomes of the preparatory process of other regional organizations, finalized the development of Preliminary APT Common Proposals (PACPs) and developed necessary procedures and APT coordination arrangements during WTSA-24.

 

In total 45 PACPs were approved by this meeting. The International Telecommunication Union (ITU), India (the host country of WTSA-24), European Conference of Postal and Telecommunications Administrations (CEPT) and Regional Commonwealth in the Field of Communications (RCC) shared their preparatory processes. The meeting also covered the nomination of candidates for Office Bearers of WTSA-24,  discussed the coordination arrangement for WTSA-24 and included a demonstration and training session on the APT Portal for WTSA-24 Coordination.

 

In addition, on 20 August 2024, Network of Women in ITU-T activity was organized during the APT WTSA24-5 meeting. The event included a networking breakfast and training session which provided an opportunity to experience and participate in discussions on building confidence in negotiation skills in a multilateral context, strategies for chairing ITU Meetings as well as key skills and techniques.

The 17th APT Policy and Regulation Forum for Pacific (PRFP-17):

3 - 5 September 2024, Nuku’alofa, Tonga

 

The Asia-Pacific Telecommunity (APT) organized the 17th APT Policy and Regulation Forum for Pacific (PRFP-17) from 3 to 5 September 2024 in Nuku’alofa, Tonga. The forum was hosted by the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change, Communications and CERT, Tonga, and attended by 103 delegates and experts from 14 Members, 11 Affiliate Members, 2 International Organizations, and 3 other organizations.

 

Since 2007, the PRFP has served as a collaborative platform for members in the Pacific and provided an opportunity to address ICT policy and regulatory topics of common interests in the Pacific region.

 

This year, PRFP-17 organized its thematic session based on the priority areas of the “Lagatoi Declaration” adopted at the 4th Pacific Ministerial Dialogue (28-29 August 2023, Papua New Guinea) to support the development of ICT policies in the Pacific and enhance their capacity to address emerging opportunities and challenges. These priority areas include Digital Transformation, Digital Infrastructure, Trust and Security, Digital Inclusion and Disaster Management, which are also strategic pillars of the APT’s Strategic Plan for 2024-2026.

 

PRFP-17 also featured the business dialogue where industry representatives presented services that reflect the geographical specificities of the Pacific region and explored how policymakers and industry can collaborate to advance ICT in the region.

 

In closing session, PRFP-17 nominated Ms. Tupou'tuah Baravilala, Fiji as the Chair of PRFP, and Mr. Stan Ahio, Tonga and Mr. Domingo Bauro Kabunare, Kiribati as the Vice-Chairs of PRFP.

 

As a side event, PICT Senior Officials Meeting was held on the third day of PRFP-17 to discuss the Action Plan of the “Lagatoi Declaration”.

The 33rd Meeting of the APT Wireless Group (AWG-33):

9 - 13 September 2024, Bangkok, Thailand

 

The Asia-Pacific Telecommunity (APT) organized the 33rd Meeting of the APT Wireless Group (AWG-33) from 9 to 13 September 2024 in Bangkok, Thailand with physical attendance as well as virtual/online participation through Zoom meeting (i.e. hybrid meeting). The meeting was attended by 449 participants from APT Members, Associate Members, Affiliate Members and International Organizations.

 

AWG-33 was held over 5 working days with 4 parallel sessions each day. The meeting featured over 50 sessions of Working Groups, Sub-Working Groups, Task Groups and AFIS Ad-Hoc Group to discuss the work progress on various work items. In addition, AWG-33 discussed the input contributions regarding proposals of new Work Items and adopted new Work Items.   

 

AWG-33 considered 109 contributions and developed following tangible outcomes:

 

•  Draft revision of APT Recommendation on frequency ranges for non-beam WPT for mobile and portable devices

•  APT Report on PMSE frequency usage in the 470-806 MHz band in Asia Pacific region

•  APT Report on technical guideline for monitoring and locating Rogue Base Station

•  APT Report on methodology to determine value of IMT spectrum and information on spectrum prices in Asia Pacific countries

•  APT Report on current status of voluntary certification requirement for the acceptance of mobile devices in mobile network operators

•  APT Report on multi connectivity for multilayered network access using terrestrial and non-terrestrial systems

•  APT Report on the current status of the technology for the delivery of 3GPP 5G NTN and the satellite component of IMT-2020 applications by the mobile satellite service

•  APT Report on WAS/RLAN technology development and implementation aspects

•  Revised APT Report on frequency arrangements for IMT in the band 470-703 MHz

•  Revised APT Report on information of mobile operators’ frequencies, technologies and license durations in Asia Pacific countries

•  Revised APT Report on implementing public safety LTE PS-LTE mobile broadband capability in Asia-Pacific region

•  Questionnaire on usage of cooperative vehicle-infrastructure ITS Systems in Asia-Pacific region countries

•  Liaison Statement to ITU-R Working Party 1A

•  Liaison Statement to ITU-R Working Party 5A

•  Liaison Statement to ITU-R Working Party 5C

•  Liaison Statement to 3GPP RAN and 3GPP RAN4

 

The next meeting of the AWG (AWG-34) will be held in Q1/Q2, 2025.

SATRC Workshop on Recent Trends and Technologies (SAPIX-WSRTT)

The APT will organize the South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Recent Trends and Technologies from 30 September to 2 October 2024 in Tehran, Islamic Republic of Iran. The workshop will be hosted by Communication Regulatory Authority (CRA) of the Islamic Republic of Iran. 

 

The SATRC Workshop on recent Trends and Technologies will be held as part of implementation of SATRC Action Plan Phase IX. The emphasis of the Workshop will be on recent trends and technologies for supporting the digital transformation of the economy and society in SATRC Member countries. The objective of the workshop will be to give an in-depth analysis on various trends in innovation and technologies for fostering the growth of economy and society including technical details, policy and regulatory aspects and other aspects.

 

 

 

 

The 12th Meeting of the Working Group of MC on APT Legal Instruments (WGMC-12)

8 - 9 October 2024, Virtual/Online Meeting

 

The 12th Meeting of the Working Group of Management Committee on APT Legal Instruments (WGMC-12) will be held from 8 to 9 October 2024 as a virtual/online meeting. WGMC-12 will review and discuss the task assigned by MC-47, i.e. Guidelines for Hybrid Meetings, and others.

 

 

 

 

APT SATRC Web Dialogue: Smart Cities and Societies for Sustainable

The 25th Meeting of the South Asian Telecommunication Regulators' Council (SATRC-25)

11 - 13 November 2024, New Delhi, India, Hybrid Meeting

 

The APT will organize the 25th Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-25) in New Delhi, India from 11 to 13 November 2024. The meeting will be hosted by the Telecom Regulatory Authority of India (TRAI). SATRC-25 will be held with physical attendance as well as virtual/online participation through Zoom meeting platform (i.e., hybrid meeting).

 

The SATRC meeting is held annually to discuss and coordinate regulatory and other related issues in the area of telecommunication and ICT that are common for the regulators of SATRC Members. The meeting will be attended by the heads of telecommunication regulatory bodies of SATRC Member countries and designated senior level officers.

 

The SATRC-25 will discuss the key policy and regulatory issues in the SATRC Member countries. SATRC-25 will include sessions for Regulators’ Roundtable, Industry-Regulator Dialogue, Sharing Regulatory Experiences and Industry Sessions to facilitate the development of the telecom/ICT sector in South-Asia. The Regulators’ Roundtable will be held exclusive for the head of regulators to discuss and share thoughts on important regulatory issues that need regional collaboration specifically for the SATRC Member countries and generally to the Asia-Pacific region.

 

 

 

 

Seminar on Progress in APT for the year 2024

The APT will organize the Seminar on Progress in the APT for the year 2024 (SPA-2024) on 18 November 2024 in Kuala Lumpur, Malaysia with physical attendance as well as virtual/online participation through APT Zoom meeting (i.e., hybrid meeting). The Seminar is being held in conjunction with the 48th Session of the Management Committee of the APT (MC-48) scheduled to be held from 19 to 22 November 2024, and hosted by Ministry of Communications, Malaysia.

 

 

 

 

The 48th Session of the Management Committee of the APT (MC-48)

19 - 22 November 2024, Kuala Lumpur, Malaysia, Hybrid Meeting

 

The 48th Session of the Management Committee of the Asia-Pacific Telecommunity (MC-48) is scheduled to be held from 19 to 22 November 2024 in Kuala Lumpur, Malaysia with physical attendance as well as virtual/online participation through APT Zoom meeting (i.e., hybrid meeting). MC-48 will be hosted by Ministry of Communications, Malaysia and organized by the APT. MC-48 will review the activities in 2024 and consider and approve the Work Programme and Annual Budget for 2025.

 

 

 

 

The 2nd Correspondence Group Meeting of APT-MM (CGMM-2)

3 - 5 December 2024, Virtual/Online Meeting

 

The 2nd Correspondence Group Meeting of APT-MM (CGMM-2) will be held virtually from 3 to 5 December 2024. The objective of CGMM-2 is to review and address the feedback and comments received on the zero draft of the APT Ministerial Statement (“Tokyo Statement”). Additionally, it will engage in further discussions on any additional contributions and proceed with the formulation of the first draft of the APT Ministerial Statement.

 

 

 

 

The 2nd Meeting of the APT Preparatory Group for WTDC-25

(APT WTDC25-2)

10 - 11 December 2024, Virtual/Online Meeting 

 

The 2nd Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-2) will be held virtually from 10 to 11 December 2024. The objective of the APT WTDC25-2 is to assist APT members to prepare for the ITU World Telecommunication Development Conference 2025 (WTDC-25), scheduled to be held in Baku, Azerbaijan, from 17 to 28 November 2025. The meeting will discuss key issues to be identified for WTDC-25 and develop preliminary positions on those matters, based on the input contributions submitted by APT members, in particular APT WTDC25-2 meeting would discuss members’ views on Regional Initiatives of Asia-Pacific region.
